Opportunity for creative organisations to design and deliver programmes in Oranga Tamariki residences

Oranga Tamariki is seeking applications from creative organisations to deliver high‑quality, structured programmes that promote the wellbeing, development, and positive identity of tamariki and rangatahi in residential settings. This initiative sits under the ‘Investing for Maximum Impact’ pillar of Amplify: A Creative and Cultural Strategy for New Zealand and delivers on action 1.3 of Amplify, enabling the creative and cultural sectors to support social outcomes. It recognises the clear evidence that links engaging in creative activities and improved wellbeing, includingincreased confidence, self-esteem, and improved communication skills.

 

What are Oranga Tamariki residences and what would programmes look like?

Youth Justice Services and Residential Care operate secure residences across New Zealand for tamariki and rangatahi in care and protection, and youth justice settings. There is a need for programmes and activities to be delivered consistently across residences, including during both school terms and school holiday periods, to enhance wellbeing and support positive residential experiences.

 

What do applicants need to consider?

Through this procurement, Oranga Tamariki seeks to establish a pool of capable providers with the ability to operate safely in secure environments, demonstrate robust organisational capability, and deliver value for money. Engagement volumes are not guaranteed, and individual residences will select providers and programmes based on local needs.

 

The key objectives of the procurement are to:

 

  • Deliver high‑quality, cost‑effective programmes and activities
    Structured programmes designed to support personal development, wellbeing, and community reintegration.

  • Ensure consistent programme delivery across residences
    Programmes delivered to a consistently high standard to support trust and positive engagement with young people.

  • Support collaborative programme design
    Working closely with residence staff so programmes meet the needs of tamariki and rangatahi in each setting.

  • Report on outcomes
    Monthly reporting on programme delivery and outcome achievements.

  • Establish a sustainable budget
    Supporting long‑term financial sustainability for residential programming.
